State makes policies and executes them through different projects and programs using PPPP as an educational platform for State management and high decision making staff of State Institutions.
Due to the lack of capacity in State management, PPPP helps through Public Private Partnership or other forms of cooperation to involve experts in different spheres to create strategies and general plans which afterwards can be recognized by the State as State policy and implemented in laws and other normative documents.
