I. INTRODUCTION.
- Agriculture role for sustainable development of the economy. Regionalism in development strategies and used vehicles;
- Fragmentation of the sector and lack of exchange information. Individual matter of farmers and non-classification of their business (appearance of same mistakes for the same subsectors);
- Need of cooperation between shareholders in agriculture and lack of efficient models to do such procedures. Lack of initiatives from Government and International Structures;
- PPPP is an independent, objective platform on equal distance of every interested factor. Thus farmers and their structures have trust in the implementation of it. Otherwise they are by nature resilient to some extra knowledge (especially theories);
- International recognition of the problems of agricultural PM;
- Agriculture is very active sector in COVID-19 era for two reasons: - relying on closer already known products with good nutrition effect; - agriculture left as relatively non affected sector by post Covid19 economic crises.
II. PROJECT (P.).
1. Projecting method. Specifics in agricultural sphere, where everything is more distancing. Individualism and repeating models. Natural resistance to something new. Methods of overcoming this restriction.
2. Idea – Project. Select from the big data base in the region and in the world.
3. Specifics of the P. How many Ps. Legacy of the family in farming.
4. P. structure and characteristics.
III. PREPARATION PHASE. PROJECT RESOURCES.
3 key elements of the project without them it can’t be done in Agriculture!
- Difference of Levels (DoL).Very difficult to define it, better to use external expertise. Compare theoretical models with practice. Compare results.
Specifics in Agriculture: - compare the models in historical graphic (in family and in country and in the world); - regional and global trends; - do not be scared to use IT innovation in traditional businesses (virtual modeling); - complex fusion modeling.
- Resources. Coming before, during the starting and finishing the P.
+ Finances. Specifics: - lack of capacity, personal and experience; - Limited financial history and abilities; - Can’t go to IPO and access to stock exchange.
How to get: - Direct Approach. Farmers approach to the financial terms of the institution/donor or the bank. Execute their demands, specifics, targets, levels of financing etc. ; - United approach. Make clusters and thus looking for better terms of financing; - Hedge funds, VC and other forms of direct investment in agricultural business; - Donors – specialized programs of WB, EU, .
It is recommended to use traditional forms of financing, specific for agricultural sector in country/region.
Create own financial institution and financial cooperation.
+ Legal.
Structure of the company – Mostly here the business is family organized. If the company is entering in bigger structure (holding) to look about the possibilities to preserve company independence. In this option PM can only facilitate good conditions – financing, network and others from mother company.
Normative frames. - What are supportive measures from the government and local bodies; - experience from previous projects in same sector from the country, region and world; - looking for the most suitable legal framework in the world to realize your agricultural project.
+ Infrastructure.
Here the climate conditions (and climate change) is the most important factor. How infrastructure is changed to accept new challenges and is there a willingness for this process.
Which product/products are most popular in the country of the project and how these trends are changing through the years? What kind of physical and technical infrastructure we have in this sense.
+ Social.
Human resources. Specifics: - Main personnel are non-educated workers with physical abilities. To preserve this human factor PPM has to create conditions for them to stay and develop themselves (modernization of the society, online and IT activities); - Because of the soil connected specifics of the personnel, accent on family (here are included all depended social activities such as church mesas, organization of group family activities and others); new agricultural projects have a need from high end experts in scientific for R&D, ideal option to attract them is to include part of your project in scientific work of some universities/institutes); - middle end specialist needed for maintaining the processing machines (methods to find them and to keep them in project’s farm).
People’s psychology. Specifics: - accent on the humanitarian effect of agricultural business to feed mankind, thus this business will never die, only will be developed (so we have to improve P. and project’s personnel); - create something real (not virtual); - use the reputation of people working before in the same place for the similar project (legacy of agriculture); - PM with agricultural project develop the traditions and input some new elements, which make him “master”.
IV. EXECUTIVE PHASE.
- Dynamic (D.) and Static (S.) part.
+ D. Explanations (mainly means = people). Phases of working with D. (supporters). On D. we can influence.
Specifics for Agriculture: Look for the Supporter/Supporters out of the place, most probably in financial institutions, research bodies. This is like that, because in place of realization of agricultural projects, PM knows almost everything and used as a resource. Supporters can find out somewhere else. Also, acting by this PM envisage the purpose of the project, make it universal.
By definition, PM in agriculture has to be a specialist in the sphere. If not, he has to learn hard to become an expert. Without being an expert, the P. will be crushed. Supporters have to be from other spheres, not from the main content of agricultural project. If you start to search supporters from data of experts in the project’s field it will cause a dilution of the project and loss of the project’s aims.
+ S. The part that we cannot influence as PM. But have to learn thoroughly.
Specifics for Agriculture: - engage experts to follow up the changes in normative base; - study the expectations and prognosis in agricultural sector; - trace up the critical infrastructure, regarding to the project.
V. DISSEMINATION PHASE.
It is very important to SME P. that success of our P. is good for our next P. or to our friend’s P.;
- Good for state (fulfill the Strategy for Agriculture). Use for other P.
- Preserve the planet (ecological concerns)
- Our P. is listed in the successful executed P. in the state.
Target groups for PPPP in IT:
- Farmers and their associations;
- Start up clusters and agricultural clusters on regional and national level;
- Prequalification courses;
- Main courses in universities/colleges;
- Corporative courses for the big companies (high management staff);
- Individual clients.
PPPP for Agriculture is a complex method of developing. The success depends of the ability of PM to use both inductive and deductive ways of gathering information for the processes and agricultural science/experts. By following the recommendations of PPPP we use all needed elements and make our agricultural project effective!
